Picked up a nice Dell Venue 11 Pro 5130 tablet.

64-bit Windows 10 Ver: 1709 Build : 16299.847
Atom Z3795 1.6ghz x64 , 4gb ram , 64gb
Cheap eobd2 cable.
FTDI 2.12.28.0 (8/16/2017)

No issues what so ever getting RR & Logger to work. The only annoyance i've come across is that in Logger, the LVT screen has some of the text cutoff like in the screenshot. Is there a way to fix that and also make the table larger so the entire table would be visible in a screenshot?

Have you by any chance increased the text size in your windows accessibility settings?

That was exactly it... I had Scaling and Layout set to 150%. I changed it to 125% and now the table shows everything. Go figure, as if text wasn't small enough at 150% lol.

Now, does anyone know if / where I can edit an RR setting or file to increase the size of the text on the left side of the RR screen, the category tree...?

I don’t know java programming but I went through as many of the .java files I could find that pertain to RR looking for somewhere that maybe font and size is set for the category tree and also the parameter list and other font sizes in logger....nothing stuck out as obvious to me.

All the font sizes are fixed and set in code. At the time, these would have all been compatible with standard displays. Now that high DPI displays are available the font to screen area is changing.
You could try some of the high DPI solutions others have posted.

Thanks for the response, I will definitely look into that. Currently I am working on getting INPA / NCS / Tool32 installed and operable on this tablet.
